Should the strainer be in the open or close position?

That is a personal preference. Its purpose is to create more circulation in a taller tank. Instead of pulling water only from the bottom, you are able to pull it at the middle of the tank as well. I tend to pull the lever off of mine, and just leave it open. I don't ever close it, but if you ever have fry in your tank, you may want to have that choice. BREX

What position should the mid level strainer be in on our 55 gallon tank?? 350 filter

Did a water change, and cleaned the filter, and we're not sure of the position of the strainer. The paperwork for the filter has been misplaced,, could you send us more instructions??

The mid-level strainer purpose is to pull water in from the middle of the tank, so that you have circulation at mid and lower levels. It should always be left open.
