Yes in answer to both questions. First, to remove them, unplug the pump and take it out. Also take out the cartridge/foam holder as well. Now to remove the shrimp, you can either use a shrimp net (there are some nets on the market for these animals) or probably the simplest thing to do is take a basic gravel vacuum (with no battery or power of any sort) or piece of vinyl tubing, and create a siphon that would siphon them out and into a bucket, then use a normal net and put them back in the tank. So if you use a standard, basic gravel vac for your water changes, do a normal water change, and then place the vacuum back in that area and siphon them out.
In regards to preventing them from being pulled in again, you can cut out a piece of nylon stocking and silicone it inside the panel or cut a piece of foam media and place it in the cartridge/foam holder so it would be up against the holes. The shrimp would enjoy the latter suggestion because they could nibble on the plankton, etc., that form on the foam through the openings.
